III. Special Reports issued during 1937.
(i) Cost of Home Help Scheme.
The following report on the approximate cost of the Home Help
Scheme was submitted to the Maternity and Child Welfare Committee
on 8th March, 1937.
" During 1936, the following applications were received for assistance under the Midwives Scheme.
Income per head, per week, below 7s. | 23 cases |
„ „ „ between 7s. and 9s. | 10 „ |
„ „ „ „ 9s. and 12s. | 6 „ |
„ „ „ „ 12s. and 15s. | 1 case |
„ „ „ „ 15s. and 18s. | 2 cases |
„ „ „ „over 18s. | Nil. |
Total | 42 cases |
If this scale were adopted in connection with the Home Help Scheme, the following expenditure might be expected.
£ | s. | d. | |
---|---|---|---|
23 applications at 5s. per day for 14 days | 78 | 0 | 0 |
10 „ 4s. „ | 28 | 0 | 0 |
6 „ 3s. „ | 12 | 2 | 0 |
1 „ 2s. „ | 1 | 8 | 0 |
2 „ 1s. „ | 1 | 8 | 0 |
Total | £121 | 8 | 0 |
This assumes that the applications for Home Helps would run
parallel to those for assistance under the payment of Midwives
Scheme. It also assumes that the scale previously adopted by the
Committee would require a certain modification. In its amended
form it would read as follows :
Income below 7s. per head per week, no charge to be made.
per day.
between 7s. and 9s. per head per week, the charge to be 1s.
„ 9s. and 12s. „ „ „ „ 2s.
„ 12s. and 15s. „ „ „ „ 3s.
„ „ 15s. and18s. „ „ „ „ 4s.
„ over 18s. per head per week, the charge to be 5s. per day.
Thus, the free supply of Home Helps would only be allowed for
those with incomes below 7/- per week, instead of 9/- as
