any re-development or re-conditioning schemes which they might
authorise, can adopt the following alternatives:—
(a) Serve a notice on all owners of overcrowded premises
to abate overcrowding.
(b) Issue temporary licences covering a period of 12
months which will allow the tenants to continue under
existing conditions, the position to be reviewed at the end of
that period.
"In view of the high standard of housing and low percentage
of overcrowding which the survey has revealed, it does not appear
feasible to consider any re-development or any re-conditioning
scheme. In my opinion, the Council should take all possible steps
to abate every case of overcrowding within the Borough, especially
as it should be quite possible to achieve this highly desirable
object, considering the small numbers with which we have to deal.
In this connection it might be of interest to note that 37 of the
62 cases of overcrowding met with, were found in the Church Army
Housing Estate at Barrow Close and in Council property. In view
of these facts, the case for the construction of additional Council
houses or flats at an early date is very greatly strengthened."
(ii) Report on Overcrowding within the Borough.
"A survey of the overcrowding existing within the Borough
(submitted to Public Health Committee, 2nd October, 1936) shows
that, at the present moment, there are 38 such cases, as
against 62 in February of this year, when the initial survey was
made. The following table sets out the incidence of overcrowding
as divided between Council property, Church Army Housing
Estate and the remainder of the district.
