The Council collected waste paper from 1940 until 1949 when
the price dropped drastically and it became difficult to sell. A
large stock accumulated which ultimately was almost given away.
During 1951 the prices for waste paper were again high and
the Council discussed on many occasions the question of reinstituting
a waste paper collection and finally it was agreed that a
trial scheme be operated from the 31st December, 1951, for a
period of three months.
