The following whole-time equivalent personnel comprise the establishment of the Health Department:

Dr. J. D. Russell, Deputy Medical Officer of Health, who was a most competent
and co-operative colleague, left in February to return to his native
Australia. His departure was a great loss to the department. We were,
however, very fortunate in securing the capable services of Dr. B. J. Cooper
who, in March, joined us from Cambridge as successor to Dr. Russell. There
were other changes among the senior medical staff. We were sorry to
lose the services of Dr. M. L. Graeme, Principal Medical Officer (School
Health) who resigned to take up an appointment with the Department otf
Education and Science. Dr. L. A. Crawford, who was Principal Medical
Officer for Maternity and Child Health, transferred to the vacancy created by
Dr. Graeme's resignation. Dr. M. E. Watkins, Senior Medical Officer for
Mental Health, etc., was appointed Principal Medical Officer (Maternity and
Child Health), and Dr. I. H. Caddy (Departmental Medical Officer), was
appointed Senior Medical Officer.
It is with deep regret that the death of Dr. F. P. M. Clarke on 4th August,
1970, is recorded. Dr. Clarke, as an E.N.T. consultant, had for many years
undertaken a weekly session at the Broomfield Park Clinic.
Several long-serving officers retired after many years of service in the area.
Dr. G. J. Adam, Departmental Medical Officer, after twenty years devoted
service to the mothers and children of the borough, retired from full-time
service but agreed to continue in a part-time capacity, and we appreciate
the continuation of her most competent and diligent service.
Miss M. Radford (Superintendent Health Visitor), retired after 31 years
service; Miss M. Palmer (Nonmedical Supervisor of Midwives), after 24
years; and Mrs. G. Webber (Home Help Organiser), after 23 years. All will
be remembered for the many years of service they gave to the community
in their respective spheres, as also will Miss M. M. James (nursery nurse),
after 26 years, and Mrs. H. J. Grigson (home nurse), after 20 years' service.
Miss M. J. Fitzjohn, who, in the latter years of her service, most competently
undertook the duties of senior midwife, also retired after seven years service
in the area of the borough. In the administrative sphere the retirement took
place of Mr. B. R. Allen (senior administrative officer), after 35 years; Mrs.
G. Ogden (administrative officer), after 22 years; Miss I. Bowie (clerical
officer), after 30 years; and Miss G. Edwards (clerical officer), after 17 years.
To all those officers who retired during the course of the year under review,
I extend my thanks for their years of service.
Several other officers resigned during the year to take up other appointments.
These included Mr. A. Shaw, senior administrative officer; Mr. S.
Robinson, Deputy Principal Mental Welfare Officer; and Mr. J. Cotton,
Senior Mental Welfare Officer.
Medical Assessment and Examination
The London Borough of Enfield is a large employer of many categories of
officers and manual workers.
There are approximately 9,000 persons in the employ of the borough.
Medical assessments undertaken by the Health Department for all departments
of the Council totalled 1,888.
