It was obvious, in a few cases, that compliance with every new
provision could not reasonably be required because of restricted
accommodation, or some other special circumstance. The Regulations
cover this point by enabling local authorities to issue Certificates of
Exemption in appropriate cases. During 1956 this Council issued
four such Certificates, but only after the most searching enquiry had
been made into all the aspects of the matter. Many applications
were refused.
There still remain some food premises where compliance with the
Regulations in their entirety has not yet been achieved, but work to
this end is proceeding continually.
