There were about 2,000 to 3,000 re-attendances. The
question as to whether these people really required assistance
or not is one which is almost impossible to decide, especially
when we remember the spirit in which the assistance is given
and the attempt to avoid anything of the nature of an inquisitorial
examination as to the means and ability to provide the
necessary medical advice. The scheme under consideration at
present should in some measure prevent any pauperising effort
on the people who wish to use the facilities offered.
