If the Board have reason to believe that improper use is being made at any time
of any declaration or of any certificate given by a Certifying Officer respecting any
premises, they will cease to authorise the issue of official certificates in respect of such
premises.
The extension of these provisions has been rendered necessary by the decision of
the Argentine Government to prohibit the importation of cheese into the Republic
unless accompanied by a certificate of a similar nature to that previously required for
meat food products only, and the Memorandum is substantially the same as that
issued in October, 1907, with the necessary amendment embodying "other foods of
animal origin."
Perusal of the Memorandum would lead one to suppose that before a Certifying
Officer appointed for meat food products only could act in a like capacity in regard to
export of such articles as cheese, &c., formal application to the Local Government
Board by the exporters for the appointment of such an officer would be necessary.
This course was, however, not adopted by the Board, the powers of the
“Certifying Officer” already designated in relation to meat being apparently automatically
enlarged so as to embrace their obligations under the new Memorandum.
There are now six firms of exporters on the register who have been in the habit
of making periodical shipments of ham, bacon, meat, cheese, &c., and in the capacity
of “Certifying Officer” I have, since November, 1907, issued 211 certificates,
190 relating to hams, 19 to cheese, and 2 to bacon.
