In my Annual Report for 1900, reference was made to the Report of the
Departmental Committee appointed by the President of the Board of
Agriculture to consider as to what regulations, if any, should be made under
Section 4 of the Sale of Food and Drugs Act, 1899, for determining what
deficiency, if any, of the normal constituents" of genuine milk and cream,
or what addition of extraneous matter or proportion of water in any sample
"of milk or cream, should raise a presumption, until the contrary is proved,
" that the milk or cream is not genuine."
As a result of the recommendation of this Committee, on the 5th August
the following Rules were issued: —
