Reference was made in the annual report for 1910 to a provision in the Housing, Town Planning,
etc., Act, 1909 (section 1G) which extends the power of making by-laws as to lodging-houses for the working
classes so as to impose duties upon the owner of the premises in addition to or in substitution for any
other person. In Paddington, Poplar and St. Marylebone amended by-laws were adopted during the
year and were awaiting confirmation by the Local Government Board. In Islington, Dr. Harris reports
that amended by-laws have been approved. In Wandsworth Dr. Caldwell Smith states that the borough
council, on the advice of their solicitor, did not consider it necessary to make any alteration in the
existing by-laws. In the Battersea and Lambeth reports it is stated that new by-laws are under
consideration.

The following death-rates obtaining among tenants of the Councils buildings relate to dwellings
within the county which were occupied during the whole of the year 1911. The population thus dealt

Common Lodging-Houses.
The administration of the Common Lodging Houses Acts devolved upon the Council in 1894
By the passing of the London County Council (General Powers) Act, 1902, the Council obtained powers
to license common lodging-houses annually. New by-laws for the regulation of common lodginghouses
came into force on the 1st October, 1903.
