In the earlier part of the year the inspection of workshops, workplaces and
factories (except in regard to certain matters arising out of the employment
of women) was carried out by the District Inspectors. This arrangement
had been in force since the end of 1904, but it was found that very inadequate
and (except in regard to bakehouses) hardly any systematic industrial
inspection was being done, and that the register of workshops and of factories
was out of date. It was felt that this work would be done most efficiently
if it were in the hands of one inspector who would be responsible also for
keeping the register. This view was taken by the Public Health Committee
who thereupon instructed the Medical Officer of Health to make such an
arrangement for a period of six months. The action was approved by the
Council on 24th June, 1914. Mr. H. G. West, who until that date was
district sanitary inspector for Ward 4, accordingly took over the factory and
workshop work for the whole borough from 5th October, 1914. Miss Bibby
