In my Report for 1903 I stated that some of the employers did
not realise their duty with reference to sending in lists of outworkers
to this Council. I advised the Council to print a circular for distribution
among those employers who were likely to employ
outworkers.
The following is a copy of the circular issued :—
METROPOLITAN BOROUGH OF WANDSWORTH.
The Council calls the attention of Employers of Labour within
the Borough to the following provisions of the Factory and Workshop
Act, 1901, with respect to out-workers :—
Section 107 (1). The occupier of every Factory and Workshop
and every Contractor employed by any such occupier in the
business of the Factory or Workshop shall :—
