Report of the Medical Officer of Health.
The high percentage of samples taken in Tooting was due
to the number of samples (15) taken at the Hospitals of the
Metropolitan Asylums Board.
In many cases the fines inflicted were not in proportion to
the offence, and sufficient publicity is not given in those cases
where persons had been convicted either of a serious offence or
where there had been a second or third conviction.
In conclusion I am pleased to be able to report that the
whole of the work of the Department was carried out by the
Inspectors and the Clerical Staff to my entire satisfaction.
I have the honour to be,
Mr. Mayor and Gentlemen,
Your obedient servant,
P. CALDWELL SMITH.
Medical Officer of Health.
