evident in securing a very marked improvement, as
shown by the fact, that, during the last quarter of the
year, only three samples of milk had to be condemned
out of 72 purchasers (4.18 per cent). This is but one
more proof of the deterrent effect of a thorough inspection,
which I always maintain to be the real secret of
obtaining a pure food supply and far more effective in
the end than the trumpery fines too often imposed at
the police court. If intending wrongdoers feel that the
authorities never sleep, they are naturally afraid to
venture too far and it is better to prevent than to cure.
