STATE OF PAUPERISM IN THE BOROUGH.
The number of paupers relieved weekly in the Borough continues to
decrease, for in 1914 they averaged only 8,629, as contrasted with 9,399 in
1913; 10,131 in 1912. They are now below the average (8,898) of the fifteen
years 1899-1913, the particulars of which are as follows: —

Indoor Paupers.—The average number relieved each week was 4,599
or 181 more than the average which obtained in the preceding year, and as
contra ted with a weekly average of 4,559 in the decennium 1904-1913.
Outdoor Paupers.—On an average 4,030 persons were relieved in each
week, as compared with 4,619 in 1913, with 5,101 in 1912, and with a decennial
weekly average of 5,107. Of these paupers, the average number of adults was
2,465, and of children under 16 years of age 1,565.
Vagrants.—No vagrants were relieved, as the wards were closed in
January, 1909.
Children Boarded out.— On a weekly average, these numbered 89
as compared with 100 in the preceding year. They were also 26 less than the
decennial weekly average of the years 1904-13.
