STATE OF PAUPERISM IN THE BOROUGH.
The number of paupers relieved weekly in the Borough continues to
decrease, for in 1913 they averaged 9,399 as contrasted with 10,131 in 1912;
with 9,553 in 1911; and with 10,773 in 1910. They are still above the average
(8,862) of the years 1899-1912, the particulars of which are as follows:—

Indoor Paupers.—The average number relieved each week was 4,780
or 250 less than the average which obtained in the preceding year, and as
contrasted with a weekly average of 4,469 in the decennium 1903-1912.
Outdoor Paupers.—On an average 4,619 persons were relieved in each
week, as compared with 5,101 in 1912, with 4,579 in 1911, and with a decennial
weekly average of 5,057. Of these paupers, the average number of adults was
2,768, and of children under 16 years of age 1,851.
Vagrants.—No vagrants were relieved, as the wards were closed in
January, 1909.
Children Boarded out.—On a weekly average, these numbered 100
as compared with 99 in the preceding year. They were also 18 less than the
decennial weekly average of the years 1903-12.
