(1) This memorandum states that the height of doors to each closet should not be
less than 6½ feet, and that in the calculation of air space, rooms separated by doors (even if
usually open) or by high partitions should be counted as separate rooms. With these exceptions
the requirements under this memorandum were already in force in the Borough.
(2) This memorandum lays new duties upon the local authority, requiring them to
notify domestic workshops and also to inform the Factory Inspector whenever plans of new
faotories are submitted to them. It also suggests closer co-operation between the Surveyor's
Department and the Public Health Department so as to obviate the expense and inconvenience
caused to owners of factories who are called upon by the local authority or Factory Inspector
to make alterations {e.g., as to sanitary accommodation) after the completion of their buildings.
The Rag Flock Act came into operation during the year, and the necessary steps
have been taken to carry it out.
During the year five faotories which had not been visited by H.M. Inspector were
notified to the Home Office.
