It is much to be regretted that such districts as Highbury, Tufnell, and
Tollington, instead of showing by their actions an appreciation of vaccination,
did the reverse by getting a less percentage of their children vaccinated than
did the other districts. This is not what one would have expected from districts
in which the population is rather of a better class than in the rest of the
borough.
