The returns for 1909 show that out of 8,044 births, 507 of the infants
died before they were vaccinated, so that 7,537 were liable to the operation,
of whom 5,332, or 70.7 per cent. were vaccinated.
Insusceptibility.—35 infants were insusceptible to vaccination, that
is to say that having undergone the operation, probably more than once, the
vaccination, in popular language, "did not take."
Died Unvaccinated.—507 children died before vaccination was
effected, as compared with 595 in 1908, and G09 in 1907.
Exemption Certificates.—There was a very large increase in the
number of Exemption Certificates granted to parents or guardians to enable
them to forego vaccination for their infants. They numbered 824, as compared
with 588 in 1908, 259 in 1907 and 123 in 1906.
The great increase in the number of these certificates has been undoubtedly
due to the legislation of 1907, which enabled a parent, on making a statutory
declaration within four months of the birth of the child, that he conscientiously
believes that vaccination would be prejudicial to his child, to obtain a certificate
of exemption.
