During 1963, pilot surveys of certain blocks of offices in Westminster
were carried out by the Council's officers in order to gain experience in
this type of work and to ascertain the conditions existing. Because of the
large number of offices and shops in Westminster and to deal fully with all
the above matters, it will inevitably take a period of some years before
inspections of all premises can be carried out and the required conditions
achieved.
