In the course of the special survey of Housing conditions given in the
report for 1930, several small areas, consisting mostly of decaying workingclass
cottages were noted. They were referred to as coming under the
description of clearance areas. The City Council, by arrangement with
the owners, will rehouse the tenants from the houses in one of
those areas, Horseshoe Alley. Another of these areas, Cottage
Place, is being dealt with similarly, but in this instance, the re-housing
so far has been effected by the owners. Another somewhat larger
area, referred to last year, is Douglas Place, and adjoining properties.
This was represented to the Housing Committee as one which should be
dealt with as soon as other accommodation became available, and in due
course, this area of old and defective dwellings will be cleared. It will be
appreciated that the intentions of the City Council, as regards the clearance
of the several groups which have been reported upon, have of necessity
had to be modified in view of the present financial situation. Reconditioning
and repair to keep those houses reasonably fit must be substituted
for more drastic measures until re-housing becomes possible. The number
of dwellings owned and managed by the City Council is almost four times
greater than it was ten years ago and is steadily increasing, and as the
