Outworkers.—The total number of lists received during the year
amounted to 1,091.
Notices in respect of failure to send lists were sent to 88 firms. No
legal proceedings were necessary in respect of this offence.
The lists contained 10,680 names and addresses, of which 6,638 were
in other districts, 5,623 being within the Metropolitan area and 684 in the
London Suburban Districts.
The number of individual outworkers in the City at the close of the
year was 1,802, of whom 1,592 were registered as occupying workshops.
The number of houses in which outwork was being carried on was 776.

Legal Proceedings.—During the year it was found necessary to issue
summonses against two firms for permitting chimneys to emit smoke in
such quantity as to cause a nuisance. One case was dealt with under
the provisions of the Public Health (Smoke) Abatement Act, 1926. An
abatement order was made by the magistrate and the defendants were
ordered to pay £2 2s. costs. The other case was taken under Section 24
of the Public Health (London) Act, 1891. Nine summonses were issued
against this firm for nuisances which occurred after the service of the
Statutory notice. The magistrate decided to deal with two of the
summonses only, the other seven being adjourned sine die. An abatement
order was made, and the defendants were ordered to pay 20 guineas costs.
Greater London Joint Smoke Abatement Committee.—This Committee,
set up by the Guildhall Conference of Local Authorities continued its
meetings during the year. Your Medical Officer of Health, as a representative
from the Metropolitan Standing Joint Committee, attended on
