MATERNITY AND CHILD WELFARE.
The welfare of children under school age and the prevention of
maternal mortality were the questions of chief importance affecting this
section of public health work during the year. The first had become
prominent in view of Circulars 1054 and 1405 from the Ministers of
Health and Education respectively. The Ministers pointed out the
contrast between the care devoted to babies up to 2 years of age and
the lack of it as regards children between these ages and 5 years, when
they come under the Education Authorities. It appeared that much
of the money spent on the treatment and care of defects and diseases in
school children could be saved if adequate attention were given at the
early stage of child life.
The Ministers' suggestions may be summarized briefly: An extension
of services in regard to
(1) The systematic health visiting of children before they enter
school.
