Public Health Congress and Exhibition.-—Held in London in November,
1930. Councillor Dr.H.W.J. Steen and the Medical Officer of Health
were appointed delegates.
Royal Sanitary Institute—-Conference on the Pollution of Rivers and
Streams.—Held in London in November, 1930. Councillor Miss Hilda A
Dutch was appointed to represent the Council.
Winter School for Health Visitors.—-The Council, following a custom
of some years, permitted one of the health visitors to attend this study
course, which lasted from December 29th, 1930, to January 9th, 1931.
The fee for the course, two guineas, to Members of the Women Public
Health Officers' Association, was paid by the Council, together with
reasonable expenses. There is great value in these study courses. They
stimulate and refresh by bringing new methods and ideas to those who
ordinarily have no time in the course of their official work to spend on
post-graduate study.
London County Council (General Powers) Act, 1928, Section 28. Removal
of Infirm and Diseased Persons in certain cases.—Only in one case
did it prove necessary for the Council to exercise, through the Medical
Officer of Health, its powers for compulsory removal. All the necessary
notices had been served and other legal formalities carefully observed
when the patient, who had resolutely refused admission to hospital,
changed his mind and was admitted voluntarily. He was aged, very
infirm, dirty and quite incapable of attending to himself or of keeping
his premises in a sanitary condition.
London County Council (General Powers) Act, 1928, Section 26. Compulsory
removal to a cleansing station for the cleansing and detention of
verminous persons, etc.—In no instance was it necessary to use these
compulsory powers in 1930.
Disinfection.—Disinfection of rooms from which patients suffering from
notifiable infectious disease have been removed is carried out by means of
the formaldehyde spray. For other non-notifiable infectious conditions
disinfection is carried out on request, and a charge is made according to
the circumstances of the case.
Bedding and wearing apparel are removed to the Disinfecting
Station, and are there submitted to steam disinfection. Books are
treated with formalin.
The cleansing of persons and of premises in a verminous state is
carried out by the Disinfecting Staff. Visits were paid to 71 houses,
