The actual number of deaths have declined with the continuous
displacement of the population which is going on, and one would not be
suprised to find that the overcrowding which resulted therefrom
produced a higher tubercular rate, such indeed, does seem to have
occurred in Regent and St. Anne's Wards.
St. James has 1 common lodging-house of 87 beds, in connection
with which 8 deaths have been recorded during the last 3 years: allowance
for these would reduce the rate. Deaths in the workhouse have
been distributed to the ward in which the persons lived prior to
admission.
Pall Mall Ward consists of enumeration areas Nos. 10, 11, and 12.
There were 6 deaths in 1901, 3 in 1902, and 4 in 1903, This gives an
average rate of 150. The persons affected are nearly all caretakers and
house porters, or their relatives.
Regent Ward includes enumeration areas Nos. 1, 2, 3, 4, 5, and 7.

The rates for this Ward for the three years were:—
