Note.—During the year 1909 Inspector Fisher (St. Paul's Ward) was away from his ward for four months
observing smoke from the chimney shafts on the river bank, and Inspector Nicholson (St. Peter's Ward)
was on the same work for two months. During the absence from their wards of these two inspectors,
the work was carried on by Inspector Rugg and Inspector Goodfellow respectively. The loss of
inspector power in regard to the four wards concerned, i.e., St. Mary's, St. Paul's, St. Peter's and All
Saints is equivalent to a diminution of 12 per cent. of the number of inspections usually made in the
year in these particular wards.
