[Report of the Medical Officer of Health for Poplar, Metropolitan Borough]

Overcrowding, unless very gross or accompanied by mixing of sexes,
has not been dealt with officially.
During the year, the Public Health Committee authorised the service
of Statutory Notices in 19 cases of overcrowding.
In 28 instances (including 10 cases reported in 1929) the nuisance
was abated.
CANAL BOATS ACTS.

For the year ended 31st December, 1930, the inspections and reports of the Inspectors were as follows:-

*There is no canal in either of these Divisions; the Inspectors deputise
when necessary, for other Inspectors.
Mr. J. Johnson reported: "No registered canal boats have been seen in West
Combined Division section of canal during 1930."
Mr. C. S. Westbrook reported: "No canal boats have been observed in the
Bromley North section of the canal during 1930."
Mr. Wm. Johnson reported: "The boat was fair and clean. No children
carried. Several visits to Canal and Locks were made during the year, but mostly
unregistered boats were seen.''
Mr. S. Kelly reported: "Only one boat was found to have children on board.
Boat was in good order. Three registered boats were inspected twice and four
non-registered boats were inspected four times. One registered boat was not
legibly marked and six were found to have various defects. In each case letters
were Bent to Owners and Registration Authority. Three non-registered boats were
used as dwellings and letters were sent to Owners. Legal proceedings were taken
against one Owner of a non-registered boat for obstruction and a fine of 5s. and
10s. 6d. costs was imposed."
Mr. F. A. Smith reported" No canal boats have been seen during 1930."
