The T.B. Allowance Scheme: Memo. 266/T
The strict adherence to the terms of the memorandum creates
so unfair a difference in the treatment meted to similar cases that
it was a relief to know that the scheme would come to an end on
the 5th July, 1948. In anticipation of this the tendency to give
some little latitude and benefit to the individual case became
more general during the year which did ease some of the bitterness
expressed by the less fortunate.
