For the purposes of the survey, the general sanitary condition of the tenements has been
classified into three categories as shown in the above table, viz. : —
Good, i.e., structure sound, holding generally clean and in reasonable state of repair.
Fair, i.e., generally old houses, structure somewhat worn, but still reasonably fit.
Poor, i.e., structure old and worn, holding generally in unsatisfactory condition by reason
of state of repair or tenant's failure to keep holding in clean and good condition.
