4. Apparently suitable cases are submitted weekly or fortnightly to the Milk Sub-Committee
(Councillor Miss Hayne, Chairman, with Councillor Miss Keeling, J.P., and Mrs. Jarrett).
5. Where the Sub-Committee have decided to make a grant, the Medical Officer of Health
issues to the dairyman an order stating the quantity of milk to be supplied daily, the price to be
paid by the mother, and the number of weeks for which the supply is authorised.
6. A copy of the order is given to the mother, and if a renewal of a grant of milk be needed,
she fills in the particulars on the reverse side of the form, and returns it seven days before the
current order expires.
7. In cases of emergency, the Medical Officer of Health issues orders immediately, and reports
action taken at the next Milk Sub-Committee meeting.
Supply of Dried Milk.
1. The Medical Officer of Health arranges for dried milk to be supplied to Infant Welfare
Centres on receipt of a requisition from the Superintendent. The manufacturers' accounts are paid
by the Borough Council.
2. On the recommendation of the Medical Officer of a Welfare Centre, the Superintendent
may sell not more than two packets of dried milk weekly at wholesale cost price to regular attenders
at the institution who are unable to pay the ordinary retail price.
3. If dried milk be required at less than cost price, application must be made in the manner
prescribed for fresh milk.
4. When the Milk Sub-Committee have decided to make a grant, coupons are issued to the
mother, who is enabled to obtain dried milk from a Welfare Centre by presenting them to the
Superintendent and paying the price stated thereon. Each coupon bears the mother's name and
is available for one packet of milk only. Coupons are not transferable.
5. Each packet of dried milk sold is recorded in a "Sales of Dried Milk" book kept at the
Welfare Centre. The record shows the date of sale, name of purchaser and price paid.
6. At the end of each quarter, the Superintendent of the Welfare Centre submits to the
Medical Officer of Health a statement giving
(a) Stock of dried milk in hand at beginning of quarter.
(b) New supplies received during the quarter.
(c) Quantity sold during the quarter.
(d) Stock in hand at end of quarter.
The cash and coupons received during the quarter are forwarded with the statement and the
Superintendent is responsible for any deficiency.
The quantity of milk supplied does not ordinarily exceed a pint (or the equivalent in dried
milk) per day per person eligible, and the milk is only given at less than cost price when the
Medical Officer of Health is satisfied that a supply is essential on the grounds of health.
Particulars of income are verified in every instance where this is possible. The usual method
adopted is that of applying for information to the employer, but written consent is obtained before
this course is followed. A Health Visitor visits the home before a grant is made and makes
re-visits during the period of grant.
The avoidance of overlapping receives very considerable attention. Every grant or renewal
of grant issued is reported to the Mutual Registration of Assistance Society, who supply the
Council with details of all assistance given by bodies co-operating with the Society. In consideration
of the help given, the Council recently recommended the payment of an annual subscription
of £10 to this voluntary body.
Co-operation with all relief-granting bodies, whether official or voluntary, is as complete as
possible.
The usual period of grant is one month, and an application for renewal at the end of that
period is considered by the Sub-Committee as in the case of a new application.
