A registered dental surgeon has been appointed, and he will be paid by the Council on the
basis of work done, the scale of fees being as follows:—
(1) Separate extractions. Minimum fee of 2s. 6d.
(2) Separate fillings. Minimum fee of 5s.
(3) Dentures. £2 each or £3 10s. for a complete set. No charge for extractions
previous to dentures.
Extractions and fillings will be performed for uninsured persons free of charge, whist the cost
of the provision of dentures, together with the financial position of the uninsured persons receiving
them, will be reported to the Kensington Interim Tuberculosis Care Committee who will assess
and collect payments on behalf of the Council.
Originally it was proposed that insured persons should be treated free of charge on the
condition that the Insurance Committee would pay the full cost but, on ascertaining that the
financial position of this Committee did not enable them to make any contributions towards the
cost of such dental treatment, the Council decided that the scheme should remain in abeyance in
so far as it related to the insured. On receiving an assurance from the central authorities at a
later stage that the Ministry of Health would contribute 50 per cent. and the London County
Council 25 per cent. towards the Council's net approved expenditure on dental treatment of both
the uninsured and the insured, it was agreed to undertake the dental treatment of the latter on and
after May 1st, l921. on the same conditions as those laid down for the treatment of the former.
FOOD SUPPLY.
All premises in the Borough where food is sold or prepared for sale are regulated by Section 8
of the London County Council (General Powers) Act, 1908. Premises where milk is sold are
required to be kept in accordance with the Dairies, Cowsheds and Milkshops Order, 1885, and the
Regulations made thereunder by the Council. Unsound food is dealt with under Section 47 of
the Public Health (London) Act, 1891. Proceedings in cases of adulteration are instituted under
the Sale of Food and Drugs Acts.
Milk Supply.—At the end of the year the Register kept by the Council and revised from
time to time in accordance with the requirements of the Milkshops Order, 1885, contained the
names of 178 persons carrying on the trade of purveyors of milk on premises within the Borough.
Under Section 5 of the London County Council (General Powers) Act, 1908, the Council are
authorised to remove from or refuse to enter upon the Register the name of any person proposing
to sell milk on premises which are for any reason unsuitable for the purpose.
In April, 1909, the Council resolved that the presence upon any premises of such articles as
paraffin, loose pickles, fish, fresh meat, fruit, vegetables and coals would constitute a source of
contamination rendering the premises unsuitable for the sale of milk, and the registration of persons
entitled to carry on the trade ot a purveyor of milk in Kensington has been subject to the resolution
being complied with.
On November 16th, 1920, the Council amended the list of articles not to be sold in milk
shops, so as to include (1) all forms of meat (except when in sealed tins or glass), (2) vinegar
(except in sealed bottles) and (3) coke and wood (except in bundles, provided the same be not kept
in the milk store).
As a result of the amendment, the list of prohibited articles is almost identical with those
adopted by the Paddington and Hammersmith Borough Councils, with the result that administration
is simplified.

During the year 10 applications for registration were received from persons who proposed to sell milk, and in each case the application was granted. The alterations made in the Register of Milk Purveyors during the year 1920 are summarised in the following table:— THE REGISTER OF MILK PURVEYORS.

The inspections of dairies and milkshops made during the year numbered 937, and notices were
served requiring the remedy of defects which were found on 9 of the premises visited.
