Drainage Work.
During the year new drains were constructed to 140 new buildings,
or additions to existing buildings, and the drains of 116 old
buildings were partially or entirely reconstructed, under the
supervision of the Officers of the Department.
The drains of the following premises, being combined drains
for the maintenance of which liability was recognised by the
Council, were repaired or reconstructed during 1927 at the cost of the
Council:—
Nos. 5 & 7 Afghan Road; Nos. 1 to 9 Church Road; Nos.
56 & 58 Knowsley Road; Nos. 9 & 10 Pountney Road; Nos.
56 & 58 Speke Road.
The expenditure incurred by the Council under this head
amounted to £231 4s. 8d., towards which a contribution of £20
was made by the owners of Nos. 9 and 10 Pountney Road.
In the case of No. 39 Bolingbroke Grove, it was found on
inspection of the drains serving these premises that the gulleys of
adjoining houses, Nos. 40 & 41, had been improperly connected
to the drains of No. 39, contrary to the Order of the late Wandsworth
District Board of Works. The owner thereupon raised the question
that the Council were liable for the combined portion of the drain.
It was found impossible, owing to the financial circumstances of
the builder responsible (upon whom notice under the Metropolis
Management Acts was served), to enforce the carrying out of the
original order. After negotiations with the owner of No. 39 the
Council agreed, subject to the owner, when re-constructing the
system of drainage serving that house, giving access for the gulleys in
question to continue to discharge into the system, to reconstruct
the frontage drain at their own cost.

The total number of plans of proposed drainage work deposited during 1927, as compared with 1926, was as under:—

In three cases, drainage work was found to have been carried
out in contravention of the provisions of the drainage by-laws,
as under:—
1. Water waste preventer fixed without notice.
2. W.C. pan fixed without notice.
3. Plans of works executed not deposited within specified
period.
