Number of Tenements. At the Census, 1921, the total number of private families in the Holborn Borough was 9,682 in comparison with 10,584 at the Census, 1911. The following table gives details of the tenements of one, two, three and four rooms:—

The word " overcrowding" is used in the sense that the tenements were occupied by more than two persons per room, and not in the legal sense,
for of the 1,032 "overcrowded " tenements there were probably comparatively few for which the Council could take action to abate overcrowding.
