The condition of the approaches to Billingsgate Market and the Customs House,
as heretofore, required special attention. There has always been a difficulty in keeping
the thoroughfares in the immediate vicinity of these places free from the nuisance
caused by the drippings from the fish carts, especially during hot weather.
LIMEWASHING OF COURTS.—There are 89 courts and narrow passages
situated in various parts of the City, the walls of which, unless cleansed frequently,
become dirty and unsightly through the constant traffic of passengers or vehicles,
together with the action of the smoke-laden atmosphere. These are cleansed or
limewashed twice a year under the direction of the City Engineer. Of the places so
dealt with during 1919, 24 were situated in the East District, 33 in the Middle District,
and 32 in the West District.
TURKISH BATHS—TOWELS.—In January, the County Purposes Committee
of the City Corporation, who are charged with the duty of registration of establishments
for massage and special treatment, resolved that '' The attention of the Sanitary
" Committee be called to the condition of towels, sheets, &c., in use in Turkish Baths,
" with the suggestion that the Medical Officer of Health for the City should report
" thereon to them."
In accordance with the Resolution, enquiries were made at the onlv two Turkish
Baths situate in the City. Both baths are owned by the same firm, and have similar
arrangements and appointments. One is said to have accommodation for 27 bathers,
and the other, accommodation for 32 bathers. The number of bathers using the baths
at one time, however, is almost invariably below their capacity. The staff of the
smaller bath consists of a manager, four operators and two boys, and the staff of the
larger bath of a manager, five operators and three boys.
At both baths clean and fresh towels and enveloping sheets are provided for each
customer, and these articles are boiled on the premises before being re-used. The
water in the plunge bath was clean, and the baths, which are of a superior class,
appear to be conducted with every care and attention.
FACTORY AND WORKSHOP ACT, 1901, &c.
FACTORIES, WORKSHOPS AND WORKPLACES.—The premises upon the
Register number 3,772, in which are included 7,732 workrooms, &c.
There is a slight increase in the number of premises on the Register.
There were served 2,143 notices during the year for various purposes under the
Acts.
