Cinematograph Theatres,
In view of the prevalence of Influenza, the Local Government Board framed
the Public Health (Influenza) Regulations, 1918, which came into operation
on November 25th. As amended, their principal effect was to prohibit the
continuance of any kind of entertainment, though affecting chiefly "cinemas"
where the performance is continuous, for a longer period than 4 hours, and to
require between the performances an interval of not less than 30 minutes,
during which the hall must be thoroughly ventilated. The sanitary authority
however, were enabled to relax the conditions generally, or for any particular
hall, if advised by their Medical Officer of Health that this could safely be
done.
The Regulations were rescinded on May 6th, 1919.
Relaxation of the Regulations during a part of the epidemic was granted in
the case of 5 of the "cinema" halls in use in St. Pancras. These were halls
which were well ventilated mechanically, and the relaxation was granted on
condition that the premises were kept sufficiently ventilated throughout the
performance.
