* N.B. —The birth-rate is calculated upon the special Borough populations estimated respectively for that purpose by the Registrar
General for the years 1916, 1917, 1918 and 1919, viz., 308,702, 303,245, 293,869 and 294,097. These populations are the civil
populations plus all non-civilians enlisted from this country, whether serving at home or abroad, this non-civilian element
being distributed over all the districts in the country in proportion to their estimated civilian population.
