Committee, no word of adverse criticism had been advanced against
the proposal either in the Committee or outside, but, unfortunately for
the scheme, at the meeting of the Council, a totally unexpected
opposition was made by one member of the Maternity and Child
Welfare Committee, and, by a small majority, the recommendation
was lost.
The Committee having carefully reconsidered the matter, decided
to again submit their report and recommendation. On the day before
the following Council meeting, however, information was received that
the owner of the premises had made other arrangements for the disposal
of the property, and the recommendation was therefore withdrawn.
Needless to say, it is a matter of great regret to me that the Council
did not see its way to give the Committee the authority to proceed)
for which they asked. The Rosslyn Lodge site always appeared to me
to be one of the best sites in Hampstead for a Maternity and Child
Welfare Centre. It would solve several difficulties and provide the
citizens with facilities that they have badly wanted for some years, and
still need.

The Council's Lady Health Visitor, Mrs. Roche, visits shortly
after information of the birth has been received. By the Notification
of Births Act, 1907, all births must be notified to the Medical Officer
of Health within 36 hours of their occurrence. This is in addition to
the usual registration with the Registrar of Births. In 1919, 24 still
births were notified in addition to the live births.
Notifications in respect of 1094 births in the Borough were
received from the following sources:—219 from midwives, 745 from
parents or doctors, and 130 from nurses and others.
Mortality Among Young Children.
The following table shows the Infantile Mortality rate and the
