4. The furnishing for the use of the poor person, on
loan, or otherwise, any appliance, apparatus, or utensil
which will be of assistance for the purpose of any precaution
against infection;
5. The providing and publishing or distributing in the
form of placards, handbills, or pamphlets suitable summaries
of information on instructions respecting pulmonary
tuberculosis and the precautions to be taken in preventing
the spread of that disease.
