society for the purpose of supplying the Bank Holiday crowd with
non-intoxicating beverages. In this case the Council felt bound
to deal with this society as they would have dealt with a tradesman
in similar circumstances, and in view of the fact that the milk,
although sold at the usual price, was seriously deficient in an important
ingredient, it was decided to prosecute. The defendants in
this case were fined five shillings, with twelve and sixpence in costs.

Complaints. During 1908, 891 complaints were made of the existence of insanitary conditions. A list of the matters of which complaint was made is given below:—
