was so used at the commencement of the Factory and Workshop Act, 1895, i.e.,
January 1, 1896, such places have been surreptitiously re-occupied; and it was
only on the representations of the Public Health Department that their use was
discarded.
So far as it is possible to make underground bakehouses sanitary these places
have been so made. They are kept clean, well whitewashed, and free from drain
and other nuisances, but ventilation is altogether another matter. They are even
more difficult to ventilate than the stokehole of a steamship, for the latter, at least,
by the movement of the vessel, obtains the benefit of an induced current of air into
it, whereas the former possesses no such advantage. Legislation is much
required to sweep away many of these places, which are a relic of ancient times,
when sanitation was an unknown quantity.
