sanitary standard, we may turn to consider the conditions of house
property and overcrowding prevailing in the Borough at the present
time.
I. The prevalence of Overcrowding in 1901.—The
Borough of Finsbury is composed of Clerkenwell and St. Luke, with
the addition of Charterhouse, St. Sepulchre, and Glasshouse Yard.
According to the recent census (1901), the Borough contains 9,287
houses and 101,476 persons. This allows 10 9 persons per house.
In order to observe the changes which have occurred during the
last 50 years, I have drawn up the following table:-
