Pigeon Nuisances
The Council renewed the Authority previously given to a Pigeon Catcher to operate in
the Borough for the year under review and engaged him to treat a number of premises and areas
including a school, a factory and blocks of municipal and other flats. Although complaints
are received from time to time arising from the congregation of ownerless pigeons by the
residents in the Borough, it is found that public opinion is very strong against ridding
certain areas of these birds and in fact, in many cases they are encouraged by the practice
of feeding them. On more than one occasion, reports have been received by the Department that
pigeons have been caught and destroyed by what is considered to be inhumane methods Upon
investigation, however it was found that the persons concerned had no authority to operate
in the Borough and in fact, had no connection with the pigeon catcher employed by the Council
