The annual birth rate was at the rate of 14.9
per 1,000 persons of all ages, compared with a
decennial mean rate of 16.8 per 1,000. The
birth rates last year in the Sub-Districts were—

in the Metropolis the birth rate in 1900 was
28.6 per 1,000, being the lowest hitherto recorded
therein; while in England and Wales the rate
for the year was 28.9, and the decennial
mean rate 30.1.
The shrinkage in the birth rate indicated by
these figures is not a recent change, but has been
going on steadily since 1871 or 1872, and is
common to nearly all European countries.
VACCINATIOS.
Of the children born in 1900, 244 had been
successfully vaccinated by the end of the year,
and 51 had died before the age for vaccination.
Vaccination was postponed by medical certificate
