Others, who call themselves "Agents,"
conduct large business operations in the City
with foreign Margarine manufacturers. They
buy and sell to other firms in this country, but
the Margarine so dealt in does not enter their
premises, and is rarely seen by them.
Section 7 (1) of the Food and Drugs Act,
1899, requires that every occupier of a manufactory
of Margarine, or Margarine Cheese, and
every wholesale dealer in such substances, shall
keep a register, showing the quantity and destination
of each consignment of such substances sent
out from his manufactory or place of business.
It will appear from the above that the wholesale
dealer has only to register Margarine
actually passing in and out of his "place of
business," and unless the railway companies are
to be classed as dealers and made to conform
to the Act, an immense quantity of imported
Margarine will escape registration altogether.
