Your Committee is of opinion that the area enclosed by the houses
in Ecclesbourne Road, Rotherfield Street, Morton Road and Queensbury
Street is too confined to admit of the erection of a block of industrial
dwellings in the centre, inasmuch as such a block, greatly exceeding
as it would in height the other houses in those streets, would be
injurious to the health and interfere with the comfort of the inhabitants
of those houses.
No such objection, however, exists to the proposal embodied in the
annexed scheme, and your Committee is moreover of opinion that it
will be a great advantage to the neighbourhood to utilise part of the
site for the formation of an open playground to be maintained by the
Vestry, and recommends—
(a) That the scheme now submitted by the Public Health Committee
for dealing with the Norfolk Square area in accordance with the
resolution of the Vestry of the 18th of December, 1891, be adopted.
(b) That it be submitted to the London County Council with the
request that the Council will contribute half the cost of carrying it out.
(c) That upon the London County Council agreeing to do so, the Public
Health Committee be instructed and empowered to serve the necessary
notices, petition the Local Government Board for an order sanctioning
the same, and take all other necessary steps to carry out the scheme.
All which is submitted.
