received careful consideration, the Committee resolved to recommend the
Vestry to adopt the scheme annexed as being the most suitable, having
regard to all circumstances of the site, population and sanitary
requirements.
As this scheme contemplates the removal of the whole of the
houses in the interior of the area, and its conversion into an open space,
it becomes unnecessary to acquire the seven houses in Ecclesbourne
Road, which would be the most costly part of the property.
The number of persons to be displaced by the scheme is 214, while
accommodation has been designedly provided for only 102, the Committee
considering that the present density of population (428 persons per
acre, and no less than 537 for the central portion alone) is very
undesirable. The opinion of medical experts, who hold that it is
undesirable to allow a greater density of population than is represented
by 240 persons to the acre, confirms this view.
The subjoined tables show the population and the mortality in the
area during the years 1889, 1890 and 1891, and that the mortality
much exceeded the average of that of the parish generally.
