The refuse is collected twice in every week from tradesmen's
premises (provided it is deposited in a receptacle and
placed in a convenient position ready for collection) free of
charge. This is certainly a great concession to the Tradesmen,
considering that formerly they had to remove it at their own
cost; but it is surprising what some folks expect, and complaints
have been made because the Council's men have
declined to enter the premises and shovel up the refuse and
carry it out. I am pleased to report that these unreas anable
persons are exceptional, and speaking generally the Tradesmen
appreciate the present policy of the Council and co-operate in
the work by facilitating the work of collection.
The cost of the collection to the general ratepayer does not
exceed £200 per annum.
It will be noticed in the Nuisance Table on page 121, that
nuisances arising from offensive accumulations number 257, as
compared with 303 for the previous year.
Offal and Bone Refuse Collection.—Special attention has
been given, particularly in the summer months, to the collection
of Fish Offal, Meal bones, etc. During the hot weather
the collecting vans become very offensive, unless frequently
cleansed. This very disagreeable work is done late at night,
and the nuisance thus reduced to a minimum. The public are
ever ready to complain if they see or smell a collecting van,
but the nature of the business should be considered and what
would result if the offalwas left uncollected.
Factories and Workshops.—There are 26c Factories and
Workshops on the Register, comprising Laundries, Factory
Bakehouses, Blouse-makers, Tailors, Bootmakers, Shirt-makers,
etc. During the year 262 inspections have been made. Six
Notices have been served calling attention to breaches of the
Public Health Act. On 17 occasions the attention of the Chief
Factory Inspector was called to failures to exhibit the Home
Office Abstract.
