PARKS AND OPEN SPACES.

The following list gives the Parks and chief Open Spaces in the Borough, and their acreage:—

In addition to these, at the north of the Borough, and rendered
easy of access by the Council's trams, is the beautiful open space
of Wanstead Park. It will be noticed that the only ward not
possessing any public open space is the Plashet West Ward, but
as Plashet Park, though nominally included in Plashet East
Ward, is practically situated between the two wards, it is equally
valuable to both these districts.
SWIMMING BATH.
The only Public Bath in the Borough is that in the Central
Park. As this is an open-air bath, it is only available during the
summer months. The question of providing a suitable and wellequipped
covered bath has been considered by the Council; from
the point of view of public health, there can be no doubt as to
its value, not only for the purpose of teaching the children to
swim, but also as a means of promoting cleanliness, health, and
vigour in the population generally.
NEW STREETS AND BUILDINGS
BYE-LAWS.
The revised code of Bye-laws for the construction of new
streets and buildings is still receiving consideration, but has not
yet received the sanction of the Local Government Board. An
important provision in the new code is that no house can be
occupied until a written certificate has been obtained from the
Council's responsible officers.
