the event of the House adhering to the amendment,
carried in Committee, your Committee consider that
the Vestry should prefer a claim for the Borough of
Camberwell to be represented by four, instead of
three, Members of Parliament."
"Your Committee suggest that the following should
be the 'heads' of the Petition to be presented to
Parliament:—
(i) That the Vestry learn, with deep regret, that
it has been resolved, by a Committee of the
House of Commons, to add Penge to the
new Borough of Camberwell.
(ii) That, at the Census of 1881, the population
of Penge was 18,650, of Lewisham 41,424,
and of Camberwell 186,593.
(iii) That by taking away Penge, the population
of Lewisham would be 41,424—a number
less than that usually adopted in dividing
Boroughs.
(iv) The addition of Penge would increase the
population of the Borough of Camberwell to
205,243, and would render a further division
by the Boundary Commissioners necessary.
(v) The Vestry objected to the addition of Penge
before the Commissioners divided the
Borough.
(vi) No adequate reasons have been urged for
the alteration.
(vii) The division to which Penge is to be added
will be more than 5½ miles long—longer
than the whole Borough as divided by the
Commissioners.
(viii) It is opposed to the principle of the Bill to
mark out so large a district for an electoral
division.
