grave objections, especially where the produce sent up
consists of food, mostly to be eaten in a raw state.
No great hardship would ensue were the County
Council to prohibit this practice, for under the "Public
Health Act, 1891 Section 36, each Metropolitan Sanitary
Authority may collect and remove the manure and
other refuse matter from any stables and cow-houses
within their district, the occupiers of which signify
their consent in writing to such removal.
Outworkers.—Under the Order of the Home
Secretary dated 31st October, 1892, the occupiers of
factories and workshops engaged in the manufacture
of articles of wearing apparel, electro-plate, files,
cabinetwork, furniture and upholstery work are bound
to prepare lists showing the persons employed by them
to do work outside the factory or workshop. These
lists are open to the inspection of any officer of
your Hoard, and a list has been made of 269 persons
so employed in this District, most of them being
engaged in making wearing apparel. Their homes and
work-places have been frequently visited and when
occasion required, the rooms have been ordered to be
cleansed. In addition, many names of persons employed
in this District but living elsewhere have been
sent to the sanitary authorities in whose district they
reside; and similar returns have been received from a
few other authorities.

A number of persons have during the year been
reported to the Board for infractions of the "Public
