26 ON THE SANITARY CONDITION OF
Martinson devotes himself to workshops and outworkers,
Avhile the weekly inspection of houses let in
lodgings has been placed upon Mr. F. Chamberlain,
as Assistant Sanitary Inspector who also has charge
of the temporary shelter. These arrangements have
proved to be satisfactory.
Smoke Consumption.—During the year much good
has been done in the District by abating nuisances
caused by smoke. Those coming under Sub-section
A, of Section 24 of the "Public Health Act," have
been dealt with by your Surveyor; those under Subsection
B, have had statutory notices served upon them
through the Health Department. Such orders have
been made in regard to chimneys sending forth black
smoke in such quantity as to be a nuisance, and in each
case have been complied with.
Water Inquiry.—At the request of the Board, I
attended an inquiry held by Col. Ducat, one of the
Inspectors of the Local Government Board, under
Section 19 of the "Metropolis Water Act, 1871," as
to the sufficiency of the present supply of water for
flushing closets. The evidence adduced by the London
County Council went to show the water companies
that in a large number of instances cisterns
were employed which cannot hold two gallons of
water, and a still larger number do not discharge
two gallons at each flush. The evidence supported
the view previously taken by your Board (on 24th
April, 1895), on the recommendation of your Health
Committee.
